The first thing I thought of was that the honest folks will pay the biggest price for this.
First off, I expect the 'they're with me' passes for the disabled will be discontinued in short order.
If the disabled person is by themselves, or has a medical caregiver with him they can continue to board immediately, but if they have others they wish to ride with for company they will have to wait for them to progress through the line with everybody else.
A comfortable place would still be provided for the disabled person to wait if they can't wait in line with their families, and if the families want to wait with the person, then the park could devise a way to 'mark' the place in line (time stamp, or number system) and everybody will wait until their 'place' in line reaches them.   Either way, the legal line jumping would cease, and the disabled would have to deal with the long wait everyone else deals with.  Disney does not take well to being cheated of revenue.
That was how Disney used to do it eons ago, I expect they will go back to it.  After all, it's just an amusement ride, not a public bathroom.

What doesn't kill me-had better run.
