Hat Vendors at TRF?

One of the things I'm looking to add to my garb this year is one of these:

Is there a vendor at TRF that sells this style?  Tall Toad identifies this as a Willoughby.  Should compliment me kilt 'n boots!

The House of Dra has various types of Silk Hats - some plain, some decorated with feathers and such.  I believe she has two booths at TRF.

If you're just looking for that muffin style hat, I made mine.
It is velvet, only took an hour or so, and is fitted to my head.
