How to make this cape...

Let me have a think about it.  The hard part will be getting the collar to work...

Based on what the "front" looks like in other movie posters, it looks like a cowl with a gathered bit of material attached to it.  You'll need to make a large "teardrop" shaped cowl with a neck hole.  Gather about three yards of material around the neck hole and sew them together so that the right side of the cape and the wrong side of the cowl have the seam.

When I worked at the Costume Shop years ago, I actually made a PUSS in boots costume with all the extras.

For the cape, I made a cape out of Black Twill(unlined) from the SIMPLICITY Henry VIII Pattern(OOP), used Red 1" Grosgrain Ribbon for trim. For the Boot Covers, Black Vinyl with the Red Grosgrain.

The cape is a half circle used to make Elizabethan capes. A simple collar and black cording for ties.

I looked at several pictures and it almost seems to me that the cape in the back only picture is actually a completely different cape from the movie scenes!
But it sounds like your description is about right.  I figure I can make the cowl with under arm straps.  I will then try to "mimic" the front as much as possible.  Puss doesn't have any under arm straps in the front pictures but I don't know any other way to get the back to work, the way it sits on his shoulders.

Don't forget, it is animation.   ;)  Computer programmers typically don't consider things like how a garment would really fit.   (Or move as I've seen in some REALLY good CGI.  They remember the hair but they forget that silk moves...*sigh*)

Off topic but...I saw an amazing CGI once that looked like a woman was actually talking about CGI.  The video itself just looked blurry- like some bad home movie blurry.  The reason all the girls and none of the guys got that it was CGI?  The chiffon ruffles on her butterfly sleeved blouse didn't move unless she moved her shoulder!   As all the girls knew, those ruffles are going to moving as much as the hair and are not static.  The CGI programmers had them like they were real ruffs and not made of chiffon.  Dead give away.   

So, yes, very silly animators.   ;D
