Do not count on it.   (1) Most of the Walmartians live in Oklahoma; (2) Jails are all full; (3) they don't enforce leash laws outside the two largest cities of the state.  One could go on with this list however;  know that butt ugly is a popular middle name or nickname for locals.  What jury could convict with those circumstances ?
