   I used this: http://www.beverlys.com/stitch-witchery-dritz-fusible-web.html

  It comes in a sheet; you can cut it into whatever width (or shape) you need; and like the description says-it glues two pieces of fabric together and is invisible once applied. The back says it is used to stiffen hems and cuffs-the same purpose horsehair braid is used for, so I figured 'what the hey?'
  I figured it saved me about 2-3 hours of hand sewing.   The stuff I used was medium weight, but was substantial enough for my purposes.
  As you can see, it does not show through the fabric once fused (melted).  I expect the stiffening actually comes from gluing the two layers together.   I cut the web the full width of the ruffle, since I was cartridge pleating,  and I wanted support for the stitches.
What doesn't kill me-had better run.
