I think we need a bit more info:
Do you want historically accurate, Hollywood sterotype, or something in-between?
Do you want to buy ready-made, assemble something from mundane clothing, or sew something?
I'm sure we all have tons of ideas for you so answering these questions will narrow it down a bit. :)

The boots and the hat are typically the most expensive part, unless you're buying a frock coat, too.
I paid about $150 for my leather tricorn at Excalibur Leather, and around $200 for a custom frock coat.
The boots I got away with cheap, cuz Target had some that worked!
That help?
You can get hats, made of different materials for cheaper than that, tho. Some places may even have leather one for cheaper, but I was at faire, and fell in love with it!

Thre are a lot of options.  I recomend you do some research online for the look you want.

Enter  :   "Pirate Garb"  "Female Pirate Garb"  -  you can try 'costume' too, but you weill get a huge number of the cheezie costume sites.

You can also try looking at the patterns of the Big 3 to get ideas.  Not all of them come close to historical, but since you are looking for fun, at least that is what I have gleened....

Inexpensive boots seem to be much easier for us ladies to find than for the gents. I've got "piratey" looking boots from Target (probably the same ones renren has lol), flat suede boots from Shoe Carnival, and flat black leather boots from ebay and don't think I paid over $25 for any of them. Type "pirate boots" in the search box at ebay and tons of stuff will come up.
As for pants- If you don't mind exposing alot of thigh when you sit down you might try some black wrap pants. I found mine on ebay but after one wearing decided to toss them to to bottom of the garb bin to be worn by someone younger and thinner than I! LOL I ended up buying some cute black bloomers from Moresca. http://www.moresca.com/shopping/product_details.php?id=326
I also bought this black top from Moresca http://www.moresca.com/shopping/product_details.php?id=323 but any hip length chemise would be good.
In my opinion, you can accessorize those three basic pieces (with or without a skirt) with whatever headscarf, belts, sashes, and jewelry you like for a pirate look then have fun shopping for a bodice, hat, and weapons while at faire.

The most important thing for any pirate garb, be it H/A, theatrical, or something in between is a couple of good blades.  I carry at least one dagger on me at all times in my pirate garb.  You can also look into flitlock airarms depending on the era you are projecting.  However, I refuse to touch any guns so I do not carry one.
