This is actually quite easy.  The idea is to make a platform that will fit comfortably on your shoulders, making it look like your shoulders are about 2-6 inches higher than they already are.   By far the easiest (and cheapest) way is to make it out of chickent wire, although you will want to make sure that you pad the inside so that the wire doesn't poke you.  Make the frame so that it follows your shoulders, going up to the neck.  Where your actual head will be, is where it shows the "neck" of the frame that you are making.  You'll have to make a new dress that allows for the extra height that this will give your character.  Cover the frame in cloth, then add Liquid latex to the entire frame, making sure to give the top of the neck the "Severed by a blunted but they tried to sharpen it axe" look, and air-brush to get the proper color.

Make a dress that will fit the new height of you, and then create a head that you can carry around.  (I would suggest getting a mannequin head, or one of the foam heads, and then using liquid latex, a wig, and air brush to make look life-like)

Voila!  You have a headless person.

(Oh.  Make sure you put eye-holes in the neck so you can see out of.  The best way I've seen the eyeholes hidden has actually been a "tight" fitting necklace, with the eye-holes covered in a cloth, so that you can see out, but unless people are really looking, they can't find the eye-holes)

SURE NO PROBLEM But I LOVE The Idea Me thinks I need to recruit Platt to help and then next year just buy a cheap dress and modify it. I can Scare the Delights out of Henry  and the Queen. Yes I know she is Anne but I could pretend to be Katherine Howard LOL That would be SO funny. And maybe get Toki to walk around as an Executioner. OH The possibilities
