Help please~? My skirt for Faire!! ^^;

With TRF being 43 days away, I have 43 days to make my skirt for this year's faire season. After much searching and debate, I have finally decided upon a skirt I would like to make. Herein lies the problem: I would like to make something similar to , and I have absolutely NO idea how to go about it.
I've posted a few more pictures (back and side) for a better idea of what I am trying to do exactly, and I have more pictures available upon request. Any help is appreciated. Thanks. :D

That looks like just a wide leather waistband with some scraps of chiffon and other floaty bits tacked on.

I'd start by looking at pattern websites online (www.simplicity.com; and www.mccall.com, which will take you to McCall's and Butterick.), until you find skirts with a similar overall shape.  Look closely at the structure (here I'd look for a wide waistband that is designed to sit very low on the hips).

Since it also looks similar to bellydance attire, have a look online at sites for making your own bellydance wear (like this one).  You might find tips for hip scarves and the like.

I looks like a wide waistband with scraps sewn on to it.. Soo just shoot for the waist band and go nuts with the scraps and bits you want to put on it

Thats what it looks like to me..
