Maybe try a shoe repair shop?

That would be my recommendation as well.

Years ago when I replicated the Legolas Costume from the LoTR films, I made boot bracers and arm V ambraces. I took them to the local Shoe Repair shop to have the boot lacers put on. You see them on Vintage boots from the later Victorian and into the Edwardian period for shoes and Boots.
