That looks like a piece of cloth wrapped a certain way. Are you sure it's a veil, and not just some technique of wrapping a scarf?
The description of the painting called it a veil, that's the only reason I used that term. I, too, believe it is wrapped a certain way. I just don't know how! ;D

I found it under their Turban (http://stores.renstore.com/-strse-134/Turban-fdsh-Sash/Detail.bok). Says its for men and women, might look more "gypsy" in some pretty fabric.
If you do a Google search or image search for "wrap hijab," you'll get *tons* of links. The hijab is the traditional Muslim headscarf for women, and apparently (per my two minutes of research just now :)) there are quite a few bloggers discussing different, fashionable ways to wrap it.
I think the crucial thing you need to know is the dimensions of the veil--is it a square or a rectangle, and how big is it?

My guess, based on the above, is that we are seeing a chin strap of the same material that circles the head and is tucked under (and pinned) the veil. The vast majority of paintings/woodcuts/ect from this time period on the Roma show some sort of chin strap with their headdress.
