You could probably get pretty similar results using Simplicity 4942 (http://sewing.patternreview.com/Patterns/4697), the men's Lord of the Rings pattern (leave off the sleeves and have it open up the front). Unfortunately, it's out of print, but try ebay, etsy, etc.

I made this pattern for Milord, and the way it fits him, it actually looks more like the fellow in your inspiration photo than the pattern photo. I think it would work well for the look you're going for.
Or you can try Simplicity 4059. It has simular lines to the legolas, but has the shoulder epalets and long skirt length. You would just have to make minor tweaks to the CF to accomedate the frogs, and possibly lengthen the skirt piece depending on how tall the guy is.

I have this pattern in my stash. It is going to be the one I am going to use for Merlin the Elder's variation of Gandalf the White for next year. I am going to tweak the pattern here and there to have fuller sleeves, textured layers, yet be suitable for warmer climates by using Linens and Cotton fabrics in Cremes, Tans, and Steely Grey Blues.

Not sure if anyone else has mentioned it in a different post, but www.momspatterns.com is also great for hard-to-find patterns. Selection varies, but I've foudn some good out of print ones from there!
It looks as though the skirting of the coat in the photo is a good bit more full than that of either of the patterns here, though, so that might mean adding a bit extra to the width and taper of the skirting, itself.
