I am enlisting you guys for some more help please.
I am trying to find a white sheer fabric with similarly thin white stripes as the one shown below.
I have no intention of paying $150/yard for the original film used fabric so I have to do all the embellishing myself.
I am open to any fabric content and source aka curtains.

Try searching for "sheer dobby voile" (or a combination of those search terms)

That's a wholesaler site, but at least you can see that the fabrics are out there.
If you don't mind synthetics, go look in the window treatments department of Bed, Bath & Beyond; I know I've seen striped sheers like that.

Ribbon (http://www.ebay.com/itm/Italian-Stripe-Sheer-Organza-Ribbon-w-Gather-48-Yd-/390033631484?pt=Ribbons_Bows&hash=item5acfd0e8fc), you can piece together this with the black floral ribbon. It would take a while but so will sewing the ribbon to fabric.

OK, the spacing is different, but it's still a fairly good match. Price is US $1.75 for three yards, and there are more than 10 available (I assume more than 10 rolls of three yards).
ETA: the spacing could probably be manipulated by a permanent textile marker...
