Stillwater Kilts is having a warehouse sale the day before MNRF (The first weekend theme is "Highland Fling"). They did the same thing just before the Irish Fair and I got a barely used kilt in the Irish Nation Tartan for $45. They don't have that much selection in tartans, but I've been happy with their "standard" kilt in acrylic "wool" http://stillwaterkilts.com/standardkilt.html (http://stillwaterkilts.com/standardkilt.html) which normally runs around $90/$95.
They are just 2 or 3 blocks east of the Toro building on Lyndale Avenue in Bloomington.
