I'm trying to make some for my son to go with his Link costume.

My question is, what goes on the bottom of boot/shoe covers? I added a stirrup with elastic, but it seems like it will just get ripped up too soon. Can you buy some sort of sheet of rubber or something at a craft store?

I've heard they sell sort of shelf-linings for cupboards that might be good? If you get desperate, you might even consider craft foam or just vinyl. It'd be a bit slippery, but shouldn't tear up TOO easily.
But, that rubbery sort of fabric you put on shelves... I'm sure there's a clearer phrase for it... but my mind just isn't coming up with it right now.
i have no idea what it's called but I think of it for a lot of things, I bought my bf an exercise mat made of it and I know they use them to put under rugs... You might be able to find a placemat holder made of it that would be less expensive than a whole roll.

Milord has had an opportunity to review some movie and TV costumes up close, and lots of costumes absolutely *do* have elastic stirrups that go on the outside of boots (to keep a really smooth look to pants, for instance). I think the key is that the boot/shoe needs a bit of a heel, so the elastic never touches the ground.

These thigh high silver ones were made by taking a pattern from Mandy's leg using duct tape. They come in three parts: the legs are seamed up the front and closed by velcro up the back, and the shoe section is held by an elastic stirrup under the foot. They turned a neat pair of ankle boots into Kylie-style thigh boots! Fun project...

I sewed the silver fabric to a stiff felt-like interfacing to give it the body it needed. Unfortunately I didn't have time to document the process as it was a bit of a rush job.
I meant to add that I think I put some light weight boning up that front seam to help them stay in shape...
