Baen publishing has a site giving away free copies of many of it's books by popular authors in a marketing plan.
They are figuring to fight internet piracy by giving away what the pirates might steal and at the same time advertising by word of mouth of people who read those same books. They also hope that be your preveiwing an author on this site you might be tempted to go out and get other books from them.
Makes sense to me, so here's the site:

Of course this is not the entire library, but it does include a ton of reading that can be downloaded for free... no strings attached at all, just go and get and enjoy.
*now if only the rum makers would come up with a similar giveaway plan*
