The wife is looking for some functional garters (not a garter belt, and not just a "pretty" wedding garter) both to hold the legs of her Spanx support garment down, as well as help hold her hose up. Any recommendations?
Is she attaching from the spanks to the hose? She might want to make her own with the clip part of the garters salvaged from a fancy set, and small grommets in the spanks and a ribbon tied between.

I have seen spanks type unders with garters built in, if she can give up her spanks. Spanks are the best. :)
I haven't worn hose in millennia (thank you, "What Not to Wear," for freeing me from that tyranny!), but when I *did* wear thigh-highs, I had garters for them. However, I have no idea where I got them! Do you have a specialty lingerie store (Frederick's or the like)? I'd try there first.
Or just Google "garters."
I'm thinking the "salvage and old set and make custom garters" is probably the route she will have to take if she doesn't want a garter belt but I'm thinking clips on both ends of some pretty ribbons would work better than putting grommets in the Spanx. (I, too, have freed myself from wearing hose but ya gotta love Spanx! LOL)
If it is what I'm thinking of, she may wish to look in uniform shops or militarty surplus stores. I wore them to keep my shirt tucked tight and socks help up.

No she's not attaching them, she'll probably never give up the spanx, since she had the skin reduction surgery around her middle (she lost over 200 lbs post-gastric bypass) and really likes the support along theline of the scar
If she is looking for a garter belt, look no further than your local pet department. A leather dog collar is wonderful support, and is closer to period looking. You can sometimes find or add a small amount of elastic near the buckle, just to help with flexibility. If you want a fully flexible one, just get the non roll elastic and make one, or by the rolled elastic garter that the fabric store sells in the notion department.

I am aware of and use historical stocking garters with my garb but I was under the impression that the OP was looking for something to connect the Spanx and the stockings.
Not to connect them just to help hold them in place
