I'm sewing the boning channels for the Simplicity Corset, and I've just remembered that I need to add a modesty panel in the back.

There are a couple of pieces of boning in the back.
1. *When* should I add the panel? I mean, at what point in the construction? I'm concerned about having a messy seam visible on the outside, but it's too late to just sew it to the canvas lining (I have sewn way too many boning channels to unpick them!). Is this something that can be done last?
2. I was planning on making a panel slightly shorter than the corset, and about 4" wide. Does that sound about right? Do I bind all the edges, or just the top, bottom, and loose side?

Well first unless you plan on wearing the corset as an outside garment the privacy panel is not needed. What my lady does for her privacy panels is create a fully finished rectangle the size she wants. She then hand stitches it to the inside. Since the privacy panel doesn't have to bear any real weight of pulling, the hand stitching works very well. Hope this helps.
I actually was hoping to wear this as outers (it's awfully pretty to be hidden), and whipstitching it to the lining was where I was headed, as well.
