I have a pair of boots that I bought from Wal Mart, they are a cloth suade....and they are perfect! for my garb ensemble. The only problem is that....they have NO resistance to moisture....dew, rain, anything....is there any magic potion I can use to put on them that won't turn them hard as stone, is not too expensive and with make them magically water proof.
I was told to use scotch guard, and then told it would make my boots flammable for ever......now....this does not sound right....but....I don't want to find out on All Hallows Eve when my feet are toasting.....that they were right.....

I assume you want to keep the suede look, yes? I would use Scotchguard for carpets (instead of the stuff for fabric or the stuff for upholstery). I've never heard the claim of it making materials flammable for ever after. Heck, I've been using this stuff for years on garments I wear out in the field (I'm in the Marines). I also use it on my car seats after I clean them.
Now, your boots may be flammable RIGHT AFTER it is applied, but it will dry.
I recommend you use 3 coats of the CARPET stuff. Let each coat dry, and dust off any white residue before applying the next coat.
OK, that being said, if the suede look isn't necessary, I'd recommend you use either mink oil or sno-seal. They sell both of these at WalMart. The mink oil is in a big shoe polish can (light green I think), and the sno-seal is in a blue can that looks like a small coffee cup without a handle. These two products are a grease that will seal your footwear from the elements; but your feet may be a bit cooler than normal. Also, because it is a grease, it will darken your material, and will change the appearance of suede.

I have no idea how much it costs, of if it works, but I have seen at various shoe stores cans of spray stuff for suede that claimed to make it waterproof.

they have the product info for scotch guard and it says that the vapor and liquid are flammable but once it dries, it's not flammable any longer. I would imagine, especially scotch guard for clothes would be illegal if it made things highly flammable.
I have used weather proofer for camping gear with some very good results, its at Wally World in the camping stuff and it rocks. The stufff that I have has a bright orange lid.
