   China does not place much value on human life (outside of Party bigwigs) and it should not surprise anyone that passersby would ignore or avoid a wounded child.  The 'anti-good Samaritan'  ruling handed down by that court a couple of years back certainly didn't help.
   I hate to think that the child being a girl had anything to do with her being left to die like a dog in the street.   


   I would like to know how a woman with a criminal record of abuse against disabled persons was able to get close to some more victims.   It appears she was a 'caregiver' of some sort.

China doesn't hold the exclusive on not caring, but I also think you generalize too much in your assessment. Similar laws have caused similar problems in other countries, including the U.S.
