Directly from the Pre-Show news given to guilds and merchants:

"Construction of an industrial park at the corner of Hwy 165 and the West
Frontage Road is going to affect the fair all season long. The west frontage
road will be closed from Hwy 165 south to 116th Street from July 1 (or
sooner) until October 15. There will be no access to the west frontage road
from Hwy 165. Our patrons coming from the north will use an alternate route
to get to the fair. They'll exit I-94 at Hwy C, take Hwy C west to Cty U,
and then take Cty U to 116th St. That's the street at the north end of our
free parking lot.

But wait! There's more! Illinois construction on US 41 and the Rosecrans
toolbooth is having a major impact on Russell Road. Southbound traffic from
Wisconsin must exit on Russell Rd if they want to get to US 41. Northbound
traffic from IL must exit on Russell Rd to get to the fair. Two sets of
lights have been added to Russell Rd, but it will still be heavily congested
on weekends. Patrons coming from the south  will be able to use an alternate
route to get to the fair. They'll turn right on Russell Rd, travel east to
H, take H to ML, then take ML to the west frontage road.

Travelling North on I-94:
   
  DO NOT attempt to travel to Russell Road on either I-94 or US 41.  You will be screaming before you get off.  Exit at Grand Avenue (IL 132) in Gurnee and travel West 1/2 mile immediately past Gurnee Mill Mall and turn Right (North) on Hunt Club Road (County Road 29) 5 miles to 128th St (County Road WG at the IL-WI State Line) at the 4-way stop, and turn Right (East).  Travel 1 mile to Faire.  The South Gate (usually closed), we have been advised, will be open during the construction.
