underskirt panels?

I am in the process of making the Margo's underskirt. (fabric is washing now) It appears in the layout that 3 panels are on the fold and 2 are not. But, when looking at the assembly diagram, it looks like all 5 panels are the same width. Are 2 of them seamed, or are 2 of them only half a panel wide? I don't see how else the fabric would be folded. I have 45" wide cotton and making a size 12. TIA
