repairing brocade fabric

So I have a bit of a problem.
I poured my heart and soul into making this beautiful cowl, lined with really expensive and beautiful brocade fabric.
During the trip I was on, that I made it for,
the brocade snagged on some velcro on my airplane seats- because you know its the smartest thing to do- put velcro where people's clothes are going to come into contact with it.

I really rather not have to reline the entire thing if I don't have to.
Is there anything I can do to repair this besides snipping off the threads and hitting it with fray check?? btw I hate fray check because it leaves the fabric as hard a piece of sharp plastic so if you have alternatives Id appreciate that also.

There is a product called FrayBlock that comes in a tube and leaves the fabric soft when it dries. The folks on PatternReview really swear by it. (A couple of the Amazon reviews are really thorough, but some of them are totally WTF.  Skip the ones that have nothing to do with the product's intended purpose!!)

But it looks like just trimming off the loose fibers might be all you need to do, maybe? Your probably won't be encountering damaging circumstances like that again...

Btw, we'd really like to see the finished cowl, with you in it, if possible!

I would use a needle and pull the snags through to the inside.  Then dot a TINY BIT of  Fraycheck on any holes left.

I am going to hunt that product down. Gonna call Joanns and see if they have it on my way home.
Kate, I should be able to follow your tip on most of the cowl, but not on the hand made bias tape- I would rather not have to pull up the Bias tape

I am going to take a picture of me in it as soon as I get the buttons fixed, I am very proud of  it especially since it was my own design, no patterns used at all
