Toddler size Scottosh dress

Need some pattern drafting advise.  I want to make the fuzzlet a little scottish style dress for TRF.  I have a cute purple plaid flannel that I want to pair with either a white cotton broadcloth or flannel.   Here is the problem.  Fuzzlet is between pattern sizes.  I have a nice basic dress pattern that I have drafted stuff for her for the past 2 years.  The problem is that she has now out grown the pattern.  The next size up comparable pattern starts at either a size 3 or a size 4!. 

I have this pattern in my stash. http://butterick.mccall.com/b4054-products-591.php?page_id=378 I was thinking of removing the collar, put an inset in the front of the bodice with faux lacing. The sleeves, bodice front, and underskirt would be white, then bodice sides, back, and over skirt would be the plaid.  What do you think?

Can you suggest another pattern?  I would need a pattern size 2.

I know little ones are very fidgety, but do you think she could sit still for a minute?   I offer my nephews toys or candy to make 'em sit still when I need to draft something up.   

If she can, then cut out the size 3.  It will be too big but cut it out of an el-cheapo fabric (muslin or $1 section of Wally World).  Cut only the bodice.   Don't bother with the sleeves - they can be gathered- and don't bother with the skirt - it's a big rectangle anyway.   Baste the muslin bodice at the shoulders and sides.   Put it on her.  Start pinning it to the point where it will fit her and then cut off the excess fabric.  The muslin is now your new pattern.

Bribing doesn't work with fuzzlet.  She likes to go, go,and go.  I am lucky to catch her long enough to toss something on her for a fitting of any kind.  I am glad that most patterns run big in the kiddo sizes, but there is only so much you can do.  It just eirks me that there is so much for baby sizes and alot of preschool age kiddos, but limbo for for the size 2-4 kiddo set.   :(

This fairy dress comes in a 2.  All you need is the bodice pattern.  Just take a rectangle of fabric for the skirt.

Does she have any RTW clothing in her wardrobe you could use as a base for the bodice?

I'm also wondering if making it all-in-one isn't the way to go. I know fewer pieces are easier to deal with, but a simple plaid overdress might last you a few seasons and be easier to fit/adjust.

The thing is that I make most of her stuff.  Any dress she has is either already too small or I made it.  I prefer all in one because getting her dressed in lots of layers is difficult when dealing with car seats.  If I do dress her on site, it has to be really easy. 

The thing that get's me is sizing on toddler stuff is so wonky if you get a toddler 2 it doesn't equal a kids 2. At least I know how to do the alterations.

For my niece I used a tank top for a fairy dress bodice pattern. I would go a bit big on her so she can eek more than one season out of it.

Make it a little big, she'll grow into (and out of!) it before you know it.
