Took this yesterday with my new camera with 12x optical zoom.

Is that a Red Tail?

No idea. All I know is that it lives in the cemetery where I volunteer two days a week, and keeps the squirrel, groundhog, and rabbit populations in check.

It's a gravestone in Oakdale Memorial Gardens, a 152-year old Victorian garden cemetery in Davenport, Iowa. Same place I took the picture of the redtail hawk I posted earlier.
