Cross Jordan, Kuwait, and the Maldives off your list. Also, while we don't have extradition treaties with these countries that doesn't mean they won't give our own citizens back if we ask for them. A much safer bet, and not on the list, is Mexico. Our treaty only guarantees return of people who have committed a capitol crime. Add in that many of our treaties only count if the person has committed a crime that the LOCAL law considers aggrieved.
