petticoats and crinoline

In some state of delusion I have decided that along with my Cheetara costume I want to make the red dress of Alice as Um from the new Alice in wonderland to wear to Dragoncon in September.
I have a couple of questions of course that I am sure you guys know the answers to.

From the following pictures I have found, its obvious that the main skirt is a thick layer of black petticoats with a couple of red petticoats over it
I have found a couple of awesome tutorials online for making petticoats and feel relatively confident that I can make it ( I originally started researching it to make a Victorian steampunk dress)- the question is, are these a dozen or so petticoats built individually and then layered,
or is it technically one slip with all the petticoats sewn onto it in varying lengths??
hopefully how I worded the question makes sens.

The second question, how many yards or crinoline or tulle will I need to make the skirt this poofy??
I bought 10 yards of white crinoline from fabric.com, I am hoping to be able to dye it as they don't even have any crinoline in stock at the moment.

The top to me looks like a boned corset with plenty of fabric over it. The striped chiffon looking fabric I will have to paint by hand to get the right look.

Dragoncon isnt for another 6 months, but I know how slow I am so I need to start working on this to get it ready in time.

It's one skirt with multiple layers.  What you need is a satin underlayer (both for the look and for comfort.  Netting is scratchy!).  Cut out and sew a basic half circle skirt.   With chalk (if you need it) measure out a "line" around the skirt, about every four inches or so.  Cut out an 8" strip of netting that is at least twice the length of the bottom of the skirt.  (You can chop up a yard of netting by cutting 8" strips out of that one yard.   You'll get about 5 yards that way if you sew each of the 8" by 1 yard strips together)  Gather the netting and sew it to each of the lines you made on the skirt.  At the top layer (or two; so the two top lines near the waist line), rather than 8" strips, use a length that is the same from the line near the top to the hem of the first 8" strip you put on the skirt.    This will hide the other strips but you will still have their added fullness to get your petticoat.
