Is she going to wear a corset? That's what these were all designed for.  If she opts not to, the fitting may be challenging. In any case, definitely do a mockup of the jacket, it took me two tries to get a good fit. :)

She does have a dress makers dummy to help her in fitting.

Just to add to what Valencia was saying (and apologies if you know this already!), that Truly Victorian jacket won't look like that worn over modern undergarments. It doesn't matter how skilled she is at fitting. It's designed for the corseted--not natural--female silhouette, and you can't get that silhouette any other way. Which is not to say she shouldn't try!! But just realize that the results won't be the same, and to adjust her expectations accordingly!  And another caveat: those patterns may be sized according to her corseted measurements, so definitely double check and make mockups!

Could you talk more about the twill tape in the last photo? That's a really interesting technique that I don't think I've seen before!

I did something like that very quickly, years ago before I know what I know now. The girl wanted to be Princess Fiona from Shrek. The following yr she lost weight. I took it in and added long cable ties at the back lacing to avoid the "wrinkling" you have mentioned. It looked much better, Sorry i don't have an after pic but seems that should solve your problem as it did mine. Altho I think yours looks just fine!

Dress done in rust-colored wool, lined in white linen. Skirt is cartridge pleated onto the bodice with center front opening. Guards are wool twill tape, applied in a pattern taken from various Campi paintings. The entire dress is hand-sewn using silk thread.

One thing is that it's entirely hand sewn. Another thing is that the details are so pretty, and it looks very authentic in silhouette and style. But what I like the most is the colours! Seriously, I dig them! I don't think I would have thought of that colour combo, but I drooled when I saw the finished dress in your LJ. It simply rocks.
